Responsible Pet Ownership: Health, Care & Community Awareness

All dogs and cats over four (4) months of age must be vaccinated against rabies and kept current, as required by Texas Health and Safety Code § 826.021. Rabies is a deadly disease that threatens both pets and humans. Vaccination is essential for your pet's safety and is required by law.

Pets must be provided with appropriate shelter to protect them from extreme heat, cold, and rain. Leaving animals exposed to harsh conditions without proper shelter, shade, or ventilation can lead to illness or death—and may constitute animal cruelty under Texas Penal Code § 42.092. In hot weather:

  • Provide shade and fresh water at all times.
  • Never leave animals in parked vehicles.
  • In cold or rainy weather:
  • Shelter must be insulated, dry, and protect from wind and water.
  • Blankets or bedding should be provided in cold conditions.

Dogs must be safely confined or humanely restrained at all times. Animals are not allowed to roam freely in public areas. According to City of Edinburg Ordinance § 91.10.12, animals running at large are prohibited and may be impounded or result in enforcement action. Under Texas Health and Safety Code § 821.102, it is illegal to restrain a dog using chains in a manner that causes harm, restricts access to shelter, shade, or clean water, or endangers the animal. Acceptable restraint methods include:

  • Secure, fenced yards or kennels
  • Properly fitted harnesses or collars with leashes while under supervision

 Tethering only when using safe, humane equipment that allows movement and access to basic needs (never chains) 

Failure to comply with these standards may result in citations, fines, or seizure of the animal for its safety.
