Human Resources Department
The Human Resources Department is located within City Hall and has office hours of 8:00 a.m. to 5:00 p.m. Monday through Friday. The Department’s mission is to be a business partner, working with and for the departments within City Hall. The Human Resources Team provides services that promote a work environment characterized by fair treatment of staff, open communications, personal accountability, trust and mutual respect. We will seek and provide solutions to workplace issues that support and optimize the operating principles of the City. On a daily basis the Human Resources Team will assist City departments with Policy and Procedure interpretation, State and Federal Labor Law guidelines, Recruitment and Retention of valuable employees, Compensation, Employee Relations, Performance Evaluations, provide and promote a safe and healthful working environment, and other personnel-related concerns and questions.
Recognizing that our employees are our most valuable asset, our Team’s goal is to provide assistance in their career development to enhance their growth within the City. With this in mind, we dedicate our 2009 Annual Report to all of our 1,047 current dedicated employees and our invaluable volunteers.
Accomplishments in 2010
• Publication and distribution of Human Resources Policy & Procedure Manual
• Publication and distribution of Employee Handbook and revised Safety Handbook
• Outreach implementation of Anniversary/Congratulation cards with City Manager’s Office
• Compensation study conducted for 2010-2011 budgetary year
• Recruitment attendance at 5 local job fairs
• Revision and update of orientation procedures and content
• Successful Testing of 182 applicants for Police Officer
• Implementation of standardized timesheet for departments’ use in payroll, resulting in improved labor management for departments
• Revision of departmental job descriptions with weighted points
• Set up donated TV in employee lounge
• Successful Meet and Confer Agreement for Police Officers Union
• Successful Employee Health Fair with over 40 vendors participating
• Implementation of onsite incident/accident investigations by staff
• Transfer of vehicle from Utilities to HR for investigations/inspections/field visits
• Implementation of Mandatory Orientation with injured employees before returning back to work. (videos pertaining to the accident and safety awareness signature)
• Educational Sessions conducted on “Preparing for Retirement”
• Successful Open Enrollment for employee insurance
• Implementation of TRISTAR Monthly Conference Calls for review of W/C claims
• Decline in number of W/C claims from 2009 and total cost decrease
• Introduction of Worker’s Compensation Alliance Group
• Successful Processing Re-rate for coverage to Auto, Mobile, Real and Personal property
• Production of first Employee Cookbook
• 3 successful blood drives
• Highest TML Equity Return-Workers’ Compensation, Liability and Property Funds for 2009-10
